Operational Planning and Integration
No organisation will achieve its objectives or deliver an efficient, effective and safe operation without effective integrated operational planning. Operational planning translates the organisation’s objectives into clear implementable integrated functional area plans.
Good operating plans are a detailed set of documents that describe responsibilities, dependencies, facilities, workforce, technologies, resources and high-level processes. Such plans should be prepared in conjunction with or by the people involved in their implementation; however it is essential that they are developed within the context of the broader organisation as a whole.
Integrated operational planning connects together and ensures alignment between the separate functional area plans. Deploying an integrated plan across the whole organisation provides efficiencies (in terms of workforce, technology and resources), ensures effective delivery of services and aids risk management.
Ensuring full operational integration requires significant cross-functional area interaction management: plans developed for one part of an organisation inevitably impact on other areas of the organisation. It also requires an appreciation of the overall organisational goals and objective assessment the plans of other functional areas. However, there are many areas of specialism in which the organisation may lack comprehensive experience (broadcast, ticketing, crowd planning, etc.) especially during initial planning which the organisation is still growing, such as broadcast. In these areas of specialist planning that organisations often rely on temporary external companies.
It is also important to remember that operational planning is both the first and the last step in developing an operational business plan and budgets: as the first step operational planning provides a plan for resource requirements (people, facilities, disposable resource, etc.); as the last step it is modified to reflect financial decisions made during the business plan/budget development process.
